Assigning user entitlements in Qlik Cloud Government
User entitlements determine the areas of the tenant each user can access, and the actions they can do in these areas. Tenant administrators can assign or remove a user entitlement from the Management Console.
What are user entitlements
When users join the tenant, you assign them Professional entitlement or Analyzer entitlement. The number of user entitlements is based on your Qlik Cloud subscription.

Professional entitlement is intended for users who will create content in Qlik Sense. A user with Professional entitlement can create shared spaces, create, edit, and publish sheets or apps, and can create and edit alerts.
Information noteUsers with Professional entitlement have no limit on the number of parallel user connections they can have. -
Analyzer entitlement is intended for users who only consume sheets and apps created by others. A user with Analyzer entitlement cannot create, edit, or publish sheets or apps, but can create stories, bookmarks and snapshots based on data in apps that are shared with them. The user can also generate on-demand apps, print objects, stories, and sheets, and export data from an object to Microsoft Excel.

Analyzer capacity (minutes) is intended for providing time-based Analyzer access.
Managing user entitlements
You can manage the user allocations in the User allocation section of the Management Console. This section has two tabs: Overview and Assigned users.
Overview tab
Overview shows basic information about the user allocation.

Consumed: Amount of minutes spent. Total: Total amount of minutes available per month. Overage is required after the total amount has been spent. Overage: Overage can either be limited, to the amount stated, or unlimited. |
Expires | Date of license expiration. |
Quotas: Shared spaces | Consumed: Number of shared spaces. Quota limit: Quota limit can either be limited, to the amount stated, or unlimited. |
Quotas: Managed spaces | Consumed: Number of managed spaces. Quota limit: Quota limit can either be limited, to the amount stated, or unlimited. |
Quotas: Standard capacity | Maximum app memory size. |
Assigned users tab
Assigned users shows information about users and user entitlements. Administrators can remove or assign user entitlements.
Allocation item | Description |

Name | Name of user. |
User ID | Unique ID for the user. |
IdP subject | User identifier in the identity provider (IdP). This value is populated from the IdP user database when users log in. |
Entitlement | User entitlement type assigned to the user: Professional, Analyzer, or Analyzer capacity (analyzer time). |
Status |
When the number of allocated entitlements is larger than defined by the license, some users will be excluded. The users will then no longer have access to the hub or the Management Console. The Status column for the users will show Excluded. Those who most recently were assigned access will be excluded. They will remain excluded until the number of allocations matches the number defined by the license. If more entitlements are made available, or if the admin removes access for others, access will be reallocated to excluded users. |
Assigning user entitlements
Do the following:
- In the Management Console, go to User allocation, and then select the Assigned users tab.
- Click Add entitlement.
- Search for a user by name, email, subject, or user ID.
- Select entitlement type in the dropdown menu.
- Click Add.
- Add more users if needed and when finished click Close.
Removing user entitlements
Do the following:
- In the Management Console, go to User allocation, and then select the Assigned users tab.

Select one or more users from the list.
- Click Remove entitlement.
- Select the checkbox to acknowledge the removal of the entitlement, and then click Delete to confirm.
Changing user entitlement from Analyzer to Professional
You can upgrade from Analyzer entitlement to Professional entitlement, but not downgrade from Professional to Analyzer.
Do the following:
- In the Management Console, go to User allocation, and then select the Assigned users tab.

Select one or more users from the list.
- Click Assign professional entitlement.
- Click Confirm to confirm.
Enabling dynamic assignment of entitlements
You can enable automatic assignment of Professional entitlement or Analyzer entitlement to users when they log in to Qlik Cloud.
There are two toggles for dynamic entitlement assignment: Enable dynamic assignment of professional users and Enable dynamic assignment of analyzer users. Depending on which toggles you turn on, there are four options:

Both enabled: Professional entitlement is assigned, if available, otherwise Analyzer entitlement. If neither of those are available, Analyzer capacity is assigned, if available.

Only enabled for Professional: Professional entitlement is assigned, if available, otherwise Analyzer capacity is assigned, if available.

Only enabled for Analyzer: Analyzer entitlement is assigned, if available, otherwise Analyzer capacity is assigned, if available.

Both turned off: Analyzer capacity access is assigned, if available.
Do the following:
- In the Management Console, go to Settings > Entitlements.
- Turn on the Enable dynamic assignment of professional users option to assign Professional entitlement automatically.
- Turn on the Enable dynamic assignment of analyzer users option to assign Analyzer entitlement automatically.
If you change to a new license key, all your assignments are removed, because they are associated with the license, not the tenant. However, if you start using the old license key again, the assignments will be present.
